    Effectiveness of human resource management practices for health service delivery: a case study of the Ministry of Health of Uganda.

    Abstract
    The research aimed to evaluate the efficiency of Human Resource Management (HRM) practices in the context of healthcare service delivery, specifically within Uganda's Ministry of Health. The study was guided by four research objectives, focusing on elucidating the nature of HRM practices, assessing their relevance to the overall quality and efficiency of healthcare services provided by the Ministry of Health, identifying challenges in the implementation of HRM practices in healthcare services delivery, and proposing practical solutions to address these challenges. Employing a cross-sectional survey design with both quantitative and qualitative approaches, the study targeted Officers, Senior Officers, and Heads of Departments. Data were gathered through a questionnaire and interview guide, and analysis was conducted using SPSS to derive frequencies, percentages, and means. The findings indicated a significant dissatisfaction with the nature of HRM practices, as evidenced by 73.9% disagreement among respondents. Similarly, the relevance of HRM practices in healthcare service delivery faced criticism, with a majority (82.2%) expressing disagreement. Furthermore, 75.3% of participants acknowledged numerous challenges in the implementation of HRM practices in healthcare service delivery. The study proposed practical solutions, including providing financial support for skills development and fostering a positive work environment. In conclusion, the research revealed a considerable lack of effectiveness in HRM practices within Uganda's healthcare sector, with widespread acknowledgment of key challenges such as health worker migration, budget constraints, technological shifts, and limited skill sets. Recommendations were made to implement a comprehensive retention strategy, transparent and merit-based recruitment processes, a robust employee feedback mechanism, and ongoing training and development programs to enhance the effectiveness of HRM practices in healthcare service delivery within the health sector.
