Construction supervision of upgrade of Kalimon Health Centre II to Health Centre III
Abstract
This report gives an account of my involvement in the construction supervision of Upgrade of Kalimon Health Center II to Health III. The project is being implemented by MANGRON INVESTMENT LIMITED at a total contract sum of Uganda Shillings 917,079,435/=. I am appointed as the project supervisor representing Karenga District Local Government. The project was awarded in Janurary,2023 for a duration of six months. I do supervision with other project implementation committee like the District Community Development Officer, Labour Officer, Environment Officer, District Engineer and the District Health Officer who is the project manager. Karenga District Local government is one of the districts benefitting from the government project of Upgrade of Health Centre IIs to IIIs under UgIFT Program for Result(P4R). Particularly Kalimon Health Centre II in Sangar Sub county is the benefiting sub county for the upgrade. This supervision report summarizes my involvement in the project execution up to completion, the project has achieved the practical completion pending commissioning as it also undergoes the six-month defect liability period. The commissioning of the project has delayed because the contractor has not yet received the final payment since the fund was returned to the consolidated funds by the end of last financial year. The project scope is construction of a maternity ward, a placenta pit, a 4 stance VIP Latrine with shower rooms.
Out of this experience, I drew three key lessons. Firstly, prior project planning and scheduling of works is important to ensure timely and efficient delivery; secondly, it is important for all stakeholders to maintain regular communication to avoid delays and potentially costly errors. There should be adherence to the contract terms of reference for proper project execution within the project life cycle. There are also cross-cutting issues that needed emphasis including: ensuring both physical and psychological OHS for workers; complying with the country’s gender strategy to ensure that the contractor allows for equality at site; sensitizing workers against HIV/AIDs and other STDs; availing the site workers with PPEs, Environmental Safeguards, security issues at site, Grievances and Redress.
