Abstract
Mechanical and Electrical (M&E) refers to the installation process, servicing, supervision and maintenance of the mechanical and electrical systems in a facility needed for the comfortability of the occupants. In this report, the author will describe the supervision of the mechanical and electrical works of selected structures at Oluvu Health Centre III in Maracha District. This is a sub-project under the Uganda Reproductive, Maternal and Child Health Improvement Project (URMCHIP) of Ministry of Health under Lot6. The facilities to be constructed include a general maternity ward, sanitary facilities, placenta pit, medical waste pit, incinerator and two staff houses.
On this project, the author participated as the assistant M&E Engineer where she was mainly responsible for supervising the M&E works of the contractor and writing reports in this regard, reviewing drawings and designs, ensuring quality of works done is in correspondence with the designs and specifications, taking measurements of works done and doing valuations and also updating the M&E bills of quantities in case of any variations.
Detailed construction approaches employed, and aspects of construction project management practice adopted during the execution phase are included in the report. The areas discussed at length include the measures taken to realise the project objectives in terms of cost, quality, time, safety and environment aspects during the execution of the project.
Quality was achieved by following standards, specifications and work methods and close supervision. Costs were also managed through thorough review of the bills of quantities and identifying areas where cost saving could be applied. Proper involvement of all stakeholders in the project and smooth flow of information during the period of project execution were maintained for the success of the project.
By the time of this report submission, the first fix, second fix and partially the third fix for electrical works had been done. For mechanical works, the internal plumbing had been done and external works were also in progress.
