The purpose of the study was to assess project implementation of local market infrastructure development and management in Kampala. The study was guided by the following specific objectives; to assess the factors affecting the operations and effective implementation of market infrastructure under MATIP project in Kampala; to assess the level of stakeholder and community involvement in the management and administration of the market infrastructure facilities in Kampala; to establish the challenges faced in the implementation of the market infrastructure management and administration of urban markets. The study used a cross sectional survey design. Data was collected from 162 respondents comprising of market vendors, leaders of the market vendor community, Customers and Local authority (KCCA) officials. Questionnaires and interview guides were used for data collection while stratified, simple random and purposive sampling were used to select the informant. Data was analyzed using SPSS and frequency percentage tables generated (from questionnaires). The findings of the study indicated that although the market project was designed for vendors, their input was very minimal during the design stage which has led to a number of challenges during the implementation. The stall and lockups in the market were small and insufficient, the design never took into consideration of PWDs facilities, and the washrooms were not enough for both vendors and their customers. Policies on the running of the market rarely involved vendors input an issue that has led to some of the vendors leaving the market. Politicians are using the market infrastructure as their hunting ground for votes, which in the long run is undermining the market management committee. The study concluded that poor feasibility study that caused the lack of vendors‟ participation has led to the low turn up of vendors in the market. The study further concludes that there is great need to incorporate vendors into key decision making organs and to include their view on policy matters and budgeting. Vendors need to be empowered with modern management and finance accounting skills in order to be able to manage such a multimillion shilling infrastructure. Local authorities should develop strong and well equipped monitoring and evaluation teams to monitor market activities and provide timely reports stipulating challenges and actions to remedyen_US
